Master Plan
Moncayo's approved Consulta de Ubicación authorized a resort master plan of 1,919 housing units.
In 2023, Moncayo presented a revised master plan for 450 housing units, approximately 23% of the allowed use. The Puerto Rico Planning Board approved the revised master plan that includes more natural areas dedicated to conservation.
Moncayo operates in full compliance with all applicable permits and regulations. Required environmental and archaeological studies have been completed by certified professionals in accordance with all relevant regulatory standards. The Master Plan sets aside over 89 acres for perpetual conservation, as agreed with the appropriate regulatory authority, and includes an approved maritime zone easement. Ongoing coordination with regulatory agencies continues across all development phases, encompassing construction permitting for hotel development and residential estate lots, environmental permits and water franchise approvals, sargassum cleanup protocols, and endorsement recommendations from relevant utility, infrastructure, and public safety authorities.
